indemnity of eighty millions of Franes is promised within forty-eight hours. Failing payment, the Admiral in

Shanghai has also telegraphed to me to the same effect; adding

that the Viceroy of Vanking, who had been carrying

negotiations for peace there with the French Minister (M. Potenêtre) has left Shanghai. This fast is

very significant.

Up to the present date,

the situation at Foochow remains

unchanged. The French and Chinese Squadrons there have been

anchored near each other, both
